Why your KYC sample should overweight agent-originated files
How fintech audits in Taiwan should weight KYC samples when agents and branches apply thresholds differently than head-office policy.
Head-office KYC manuals often describe clean thresholds. Agent desks in Kaohsiung or partner shops in smaller towns apply those thresholds under time pressure, with partial document sets and informal escalations.
When we design a Customer Due Diligence Audit sample, we overweight agent-originated and partner-originated files relative to direct digital onboarding. The goal is not to “catch” agents — it is to see whether stated rules survive contact with the network that actually opens accounts.
A practical approach:
- Split the population into direct, branch, and agent sources.
- Draw a larger share from agent files even if they are a minority of volume.
- Score every file against the written threshold, not the “usual practice” described in interviews.
If your audit only samples central digital onboarding, you may leave the highest-friction control surface untested. Boards then receive a calm report that does not match the risk they feel when reading agent complaints.
